[Well Mark's whole philosophy is "Let's try to minimize casualties, lol" so the game often shows this in him trying to take as little damage to his force as possible while hitting hard at the enemy's vital weak points.
This naturally comes into conflict when the enemy doesn't have weak points (or at lease easily exploitable ones), causing him to play defensively]

There has long been a desire for leadership and organization within Luceti. We have had small volunteer groups, such as those manning the clinic and taking care of patrol cycles. The latter has since then been taken over by the Blue Rogues, and now we have other groups, such as Brave Vesperia, also developing.
I would like to bring together leaders and others of influence in the community to trade ideas. The last experiment emphasized just how disorganized we are.

That's something that Vyse and I already talked about. Seeing how the last experiment went, I thought it'd be best to check in on each other and figure out who was doing what, just to make sure we don't end up running around, doing the same things and making no progress.

I'm sure you, as your own groups' leaders, are willing to delegate those tasks.
There will be cases where you will need researchers or those with knowledge of machinery and technology to come along with your groups. For those cases, I believe Professor Sage and Yuan's experience will be very useful.

As of right now, we don't know what's ahead of us. However, with the festival nearing completion... it's been some time since the last experiment, so we must be on our toes. Unfortunately, it has been difficult to find a pattern so far as the experiments have been going; the Malnosso tend to be unpredictable in that regard. But we must be prepared to face them logically.
We also must keep in mind that there are people who are only concerned with their own interests when things are turned upside down -- which can make any efforts difficult.

I actually didn't think the festival would go on for this long. Didn't think the tournament would either, but regardless; with a lot of people wandering around with their guards down, this would be a perfect opportunity for those bastards to start something. Especially since we can never see it coming.
And yeah, of course, there's the people out there who really don't seem to give a damn about anything outside of their own little world. It's to be expected, since people like that are everywhere, but getting them to listen to us at any point in time during a crisis ... I'm thinking in a lot of cases, it'll be easier said than done. Guess we're gonna just have to do our best to make ourselves seem worth listening to.

I believe it's more important to check the composition of each group we can count on, and verify the abilities of its members. Then, compare those lists. We need to avoid accidentally giving someone two tasks, or not exploiting their strengths to the fullest.

Getting a better idea of skills and to what use people will be willing to extend their abilities is definitely something that should be seen to. And then there are... other matters, such as projects and the like, when we aren't dealing with the experiments. How we use the time in between them... it hardly seems as if we've been using that to our advantage at all.

One of the most obvious elements missing in this village is a central space where residents may gather. Various other towns have government halls or churches to institute some form of commonality amongst the residents. The only building we have that accommodates in such a way is the schoolhouse, and that is too small; as most of you know, when I organized groups to head to the mountains, the meeting ended up being held outside of the schoolhouse due to the amount of volunteers.

Something like that would take a lot of time and effort to arrange, though I do recall people wanting a training center as well. What if we simply renovated one of the community buildings to our purposes? It might be easier that way, and I'm certain not all of them are filled quite to capacity... at least, until a proper facility can be built later on.
Still, the more things we can get organized now, the better. We need to discuss things, yes, but we also need to -- well. Make progress, honestly, which is something that seems to evade us for various reasons.
